Quebec does not have a Provincial Nominee Program unlike all the other territories and provinces within Canada. They set their own requirements as below:

Quebec Skilled Worker Program (QSWP)

Requirements are as follows:

  • Applicants must apply to the Government of Quebec for a Quebec Selection Certificate (Certificat de selection du Quebec) (CSQ)
  • The Province of Quebec will assess the applicants using its own rules.
  • If the applicant receives a CSQ they then need to apply to the Immigration, Refugees and Citizenship of Canada (IRCC) for permanent residence.

Quebec Experience Class (PEQ)

Requirements are as follows:

  • Applicants must have work experience in Canada.
  • Be proficient in both French and English.
  • Wish to reside in Quebec and no other province or territory in Canada.
